A small issue of campaign ethics?

Sue Ralston was Jack Abramoff's executive assistant/secretary for a number of years before moving over to be Karl Rove's executive assistant/secretary in February, 2001. But why, in 2003, was she using the email address for the Bush-Cheney campaign, not the email address for someone who works in the White House?

See, if White House emails were ever subpeonaed, such a subpeona might not cover campaign emails. So who else was using a BC04 email addy at that time?
