I am vaguely aware that hate speech and malicious targeting you describe are outlawed in some European states. Also that the EU has regulations related to tolerance, but I'm not sure what sanctions are available. This might be an interesting expose and discussion to have in the US, where apparently almost anything goes. A link to a scholarly analysis appreciated.
