Political Theory, and non-theory

I've a couple of hours to draft a gubenatorial candidate's message to the Maine legislature to initiate impeachment proceedings by submitting charges to Congress.

California. Illinois. Vermont. I'd like to add Maine to that list. And I really don't care if the rest of the blogosphere chases the holy grail of reversing the '94 Contract on America Sweep of the House and picking up six seats in the Senate in the mid-terms.

Milage varies.
