I was scanning through the huge pdf file of exhibits of documents presented to the Senate Indian Affairs Committee last year, and ran across this email (transcribed). Note: J. Steven Griles (for the Wampum novice) was Secretary of the Interior Gale Norton's Deputy Secretary, and spokesperson for issues relating the Bureau of Indian Affairs (BIA).

This cannot be shared with anyone not on this distribution list. I met with him tonight. He is ready to leave the Interior and will most likely be coming to join us. He had a nice sized practice before he joined Interior, and expects to get that and more rather soon. I expect he will be with us in 90-120 days. This will restrict what he can do for us in the meantime, but he gave me some suggestions on how to Meskwaki through and the cost share done.

Of course, the rumors of impropriety started swirling around Abramoff and Scanlon in early 2004, so Griles, and his heavy duty oil, gas and mining clients went elsewhere (to Cheney's architect of his secret Energy Task Force.)

I've run across other damning Griles emails, but this one couldn't wait.

Jack Abramoff was hired by a faction of the Sac & Fox Tribe of Iowa also known as
Meskwaki. The faction headed by Homer Bear Jr who led a illegal takeover of Meskwaki
Casino operated the casino for 3 months till the National Indian Gaming Commision
shut it down, but Jack Abramoff's clients kept $21,000,000.00 and the NIGC and the
U.S Attorney for Northern District in Iowa did nothing. Jack Abramoff and Senator
Grassley R-Iowa and Congressman Doolittle R-California got payed with stolen
money. Jack Abramoff e-mails show that Steve Griles and Italia Federici was helping
Abramoff and eventually had the Bureau of Indian Affairs takeover tribal elections
and selected the candidates. The BIA recognizes Jack Abramoff's clients as the new
leadership of the tribe. The Coup started March 26, 2003-November 2003.
The Sac & Fox Election Board has pursued the BIA coup in federal courts and
now is in 8th Circuit of Appeals Sac & Fox Election Board vs BIA case#05-2106
oral arguments was 01/12/2006 and waiting for decision.

Thanks for coming back, I'd looked up your (much) earlier comment and was planing to incorporate a reference to it to explain the reference in the Abramoff/Giles correspondence to "Meskwati" (misspelling in the original).

We're still looking for the explination of "cost sharing", which might refer to some other criminal consipiracy.

Please feel free to expand on the faction fight within the Sac and Fox Nation.

ACCUMULATED DURING THE ILLEGAL CASINO OPERATION


S&F Gaming Commission suspended by S&F Tribal Council; reasons are suspected of meddling into casino business and not regulating as job requires. A NIGC field investigator John Guerber unexpectedly came to Tribal Council meeting and demanded that the S&F Gaming Commissioners be reinstated or face the possibilities of a casino shutdown. The S&F Tribal Council reinstated the Commission after the threats of NIGC John Guerber.( S&F Comm. suspended Sept. 2, 2002 )

One of the S&F Gaming Commission members during suspension told the S&F Tribal Council of misplaced or lost EPROM’s of $35,000.00 worth. The EPROM is the main chip in a slot machine or any electronic gaming device that determines pay out. Also, the Commission has a computer with software to program pay out information and burn the information into these EPROM’s. The integrity of the casino may have flaws when the S&F Gaming Commission dictates the pay outs which is a business function and not regulatory. Where is the checks and balance when the Commission maybe involved in scamming the casino it suppose to regulate.

Oct. 25, 2001 the MIS department reported to the General Manager of the casino that members of the S&F Gaming Commission had the capabilities to access the main slot accounting system and also the ability to change figures at their will.

A pre-takeover meeting occurred on March 3, 2003 with reports that Jack Abramoff may have been present and former Assistant Secretary-Indian Affairs Kevin Gover; Abramoff and Gover suggested to Homer Bear Jr. to take the path the Kickapoo Traditional Tribe in Texas used to overthrow their Tribal Council in 2002.

March 26, 2003 Homer Bear Jr. led a takeover of tribal operations and Meskwaki Casino. Homer Bear Jr. and his appointed council operated Meskwaki casino illegally and diverted $21,000,000.00 at Home Federal Savings Bank in Toledo, Iowa.
National Indian Gaming Commission orders Homer Bear Jr. to hand over the operation of Meskwaki Casino to the S&F Tribal Council in accordance to Indian Gaming Regulatory Act that only Tribal Governments recognized by the federal government are the only entities that can operate an Indian Casino.
Homer Bear refuses NIGC orders and NIGC filed in Federal Court to shutdown Meskwaki Casino via Federal District Court in Cedar Rapids, Iowa, before Judge Reade.
U.S Marshals followed orders to shutdown Meskwaki Casino on May 23, 2003. A major flaw on the part of the NIGC, an AUDIT was not ordered and the cash left unattended was left for Jack Abramoff’s client Homer Bear Jr.

The closure occurred between 5-6 am and all customers and employees was told to exit.
Money in the slot machines and table games left unattended even in the cashier cages. The count room with at least $2,000,000.00 collected from the previous day never got logged into the accounting system. CASH unaccounted for in the hands of Jack Abramoff’s client Homer Bear Jr. and Steve Olsen, Homer’s attorney and co-conspirator.

Numerous letters has been sent to U.S. Attorney for the Northern District in Iowa for violations of Federal Laws. In October of 2003 U.S Attorney Larson delegates the authority to conduct an audit of all the monies during the Meskwaki dispute to BIA Larry Morrin. For unknown reasons no one wants to investigate.
Clifton Gunderson an audit firm out of Des Moines, Iowa gets the BIA audit contract.
Auditors talked about the scope of the audit and said it was very limited only purchases of $1,000.00 or more and payroll of $200.00 or more.
The NIGC was relying on this audit to re-open the casino, but the auditors wrote and called by phone with no response and no input into the audit. The auditors thought the NIGC would have some say, but their silence puzzled the auditors. One of the auditors thought this wasn’t an audit at all.
The BIA audit and how it was handled is an indication someone wants the whole affair covered-up. And till this day we have not seen the audit, even with FOIA it has to be cleared with Homer Bear Jr.,and then to the field solicitor.
