President Bush proved once again that he has high standards in selecting people to serve in the administration. In announcing his choice of Michael Chertoff as Homeland Security Secretary, Mr. Bush remarked:
He understood immediately that the strategy on the war on terror is to prevent attacks before they occur.
its not really "strategy", its just eggshell defense attempted with limited threat assessment.

And if that doesn't work, we can kill Osama himself when he was a teenager back in Beirut. And if *that* doesn't work, we can kill all the people who went to school with him in Jeddah. Other than that, I'm out of ideas.

Actually, you can't prevent an attack before it occurs, because if you prevented it, then it *couldn't* occur. :)
