In Movable Type, go into Weblog Config...Preferences, look for a check box labelled "Enable TrackBack Auto-Discovery", and check it if it isn't already. That will ensure that any time you reference another MT blog in a post, a Trackback ping will automatically be sent.
Alternately, and for non-MT blogs which have a Trackback plugin like the Haloscan feature Pudentilla has, you can simply copy the Trackback URL for someone else's blog post into the box labelled "URLs to Ping" when you compose your piece. For example, the Trackback URL for Pudentilla's post on Tucker Carlson is http://haloscan.com/tb/pudentilla/110441965854304224.
